- COM-AND has included file encryption and decryption since 1988. Originally
- the encryption methods we offered were:

- . DES (Federal Data Encryption Standard, slow but secure),
- . simple XOR (fast but only to prevent casual inspection), and
- . self-decrypting script files (using a simple XOR technique).

- At the beginning of this year we were informed that it was *not* legal to
- export our DES encryption software. It's rather difficult to control
- exports of shareware...

- Although U.S. citizens can purchase DES encryption from foreign nationals,
- U.S. citizens cannot *sell* DES software *to* foreign nationals. Recently
- the US removed all restrictions it imposed on its allies to control DES
- encryption in mass market software - but didn't remove its impositions on
- U.S. businesses.

- So, we've spent the summer finding out who does what to whom. And in what
- order and how many times. We obtained a commodity jurisdiction from the
- Defense Trade Controls Department (Department of State). They determined
- that COM-AND would not be exportable with its DES. After passing code by
- their analysts three times, they finally gave us Commerce Department
- jurisdiction. [That means we don't have to ask them for permission to
- export each and every copy of COM-AND...]

- The Commerce Department then reviewed the case and allocated that version
- of COM-AND a control 'number'. COM-AND, without DES, is legal for export
- under the current laws of the United States.

- However, all this took time. COM-AND was technically ready for release in
- August of this year. [Additional beta testing by a dedicated few hasn't
- hurt, however!] The reviews by the State Department and the review by the
- Commerce Department held up the release until now - December. The author
- is now entirely bald. His wife still speaks to him, however (and she
- contributed INTRO.DOC which debuts with this release).
