  7. The Bridge Analysis and Rating Systems (BARS) was developed in 1971 in response
  8. to the Federal Highway Safety Act of 1968 which required that national
  9. standards be established to provide proper inspection of all bridges on the
  10. federal aid highway system. Although the primary motivation for the development
  11. of BARS was to reduce the work load imposed by the Safety Act, it is also being
  12. used in a number of other bridge analysis activities, including special
  13. permitting, posting rating, checking of new bridge design, inventory, and
  14. operating rating
  15.  
  16. The large system assists the engineer by performing a highly automated set of
  17. analysis steps which provide bridge load capacity rating in final form, along
  18. with all supporting data. BARS is a package system of individual programs which
  19. have capabilities designed to allow for ready customization and natural user
  20. variances. Large increases in engineering productivity due to the use of BARS
  21. have been recorded.
