  4.   The long range scan tells you what is in yours and the immediately
  5.      surrounding quadrants.  Each quadrant is described by a four digit
  6.      number:
  7.      1. 1's place - The number of stars in the quadrant.
  8.      2. 10's place - The number of starbases in the quadrant.
  9.      3. 100's place - The number of Klingons in the quadrant.
  10.      4. 1000's place - The number of Romulans in the quadrant.
  11.      Your quadrant is the one in the center of the long range scan
  12.      (unless you are on the edge of the galactic sector, in which
  13.      case a galactic update (16) will show your position.)
