The Build Smarts window opens allowing you to set options that affect the way your project target is built. These options take precedence over the options set for the individual actions (like compile and link) themselves. You set options for individual actions by selecting the action name from the Options pulldown menu.
If you do not want Build Smarts to take precedence over your individual settings, either uncheck the appropriate action, or disable the Build Smarts using the checkbox at the top.
