- The MAXWAIT directive specifies the maximum length of time that a
- thread may be "starved" for CPU cycles. If a thread fails to receive
- the CPU for MAXWAIT seconds because of other, higher-priority threads
- in the system, its priority will be temporarily adjusted upwards so
- that it can make some forward progress. If PRIORITY=ABSOLUTE, the
- MAXWAIT directive has no effect.
