  5.   Mr. LEWIS of Georgia. Mr. Speaker, the Los Angeles Times succeeded in 
  6. doing something this week that Speaker Gingrich has refused to do for 
  7. years--release the names of the contributors to his political machine, 
  8. GOPAC.
  9.   The partial listing published by the Times shows that one couple gave 
  10. GOPAC more than $715,000 while other contributors made more than 
  11. $300,000 available apiece. But who and how many more contributors are 
  12. there? There are many questions that remain unanswered.
  13.   That is why the chorus of respected voices calling for an outside 
  14. counsel is getting louder and louder.
  15.   The New York Times, Roll Call, the respected public advocacy group, 
  16. Public Citizen, former Special Counsel Richard Phelan, and Al Hunt of 
  17. the conservative Wall Street Journal all agree: Only an outside counsel 
  18. can put this matter to rest.
