  5. *2.1 What is MPEG ?
  6.

  8.     MPEG (Moving Picture Image Coding Experts Group) is a new technology,
  9. under which video image can be digitalized and greatly compressed. The typical
  10. one is MPEG-I. MPEG-I can compress the video signal at a ratio of 1 to 100,
  11. and 1 to 6.5 for audio signal. FULL SCREEN video images can be replayed in
  12. 30 frames per second.
  13.     The MPEG-I is a combination of System, Video, Audio. According to
  14. ISO CD 11172 standard, resolution of MPEG-I 352x240 (Ameiran), or 352x288
  15. (European) with 192KB/s transfer rate.

  21. 2.2 What is Video CD ?

  24.     Video CD is a 5 inches disk, looks like a traditional CD, which
  25. contains compressed digital audio and video signal that can be viewed
  26. on TV or computer screen after decoded. Under compression by MPEG-I,
  27. a Video CD can store up to 74 minutes full screen movie.

  30. 2.3 Can Video CD overtake LD?

  33.     Although, in fact, the quality of Video CD can only compare with
  34. a HQ VHS tape, there are several advantages of Video CD:

  36. 1.      LOW PRICE - Cost of production, and hence the price, of Video CD
  37.     is much lower than the LD, people are able to buy a Video CD at a
  38.     price of audio CD nowaday.

  40. 2.      EASY TO CARRY AND STORAGE - imagine how you deal with a CD.

  42. 3.      MULTI-FUCTIONAL - Though video CD is mainly for movies collection,
  43.     it is capable for Karaoke, MTV, cartoon, education, etc.

  45. 4.      DURABLE - Unlike VCR tape, Video CD does not deteriorate due to
  46.     high moisture and frequent replay.

  48. 5.      Multi-Channel - Similar to LD, Video CD provide more than one
  49.     channel for audio signal, it can be Stereo, Muti Audio or
  50.     Bilingual. (Mono, you may sugguest)

  54. 2.4 How to view Video CD ?

  57.     As I mentioned before, Video CD can be played in a computer or on TV.

  62.     - A single or double speed CD-ROM
  63.     - Minimum CPU requirment vary from 386 to 486SX

  71. *2.4.1 Why MPEG Decoder Boards? Can't I use software to do the job?

  74.     Some software can play MPEG files without Decoder Boards. You may
  75. have tried XingIT or VMPEG. These program can play tiny MPEG-I files.
  76. However, if you are asking for the playback of VCD, the answer is NO...in
  77. common configuration of today.

  82. *2.4.2 How to select a correct PC MPEG Decoder Boards ?

  84. These are the criteria in selecting a good MPEG Decoder Board:

  86.     - Can it works in both Dos and Windows environments?
  87.     - Can VGA signal overlaid with MPEG Screen?
  88.     - Does it provide track selection function which is used in
  89.       playback of Karaoke?
  90.     - Is it too long?
  91.     - Does it have S-output and AV output?

  93.        In the U.S.A, the following MPEG card is quite typical and economical.

  137. *2.4.3 How can I get a high quality MPEG board with a lower price ?

  140. Price is important to the customers. For similar quality, MPEG board
  141. produced in Taiwan is more affordable. I am not saying that you must
  142. by a Taiwanese board. You must also consider the difficulty of maintance
  143. and technical support of the product.
