These reports were prepared by Dr. Sam Baldwin, with assistance from colleagues, during his tenure at the Congressional Office of Technology Assessment (OTA). In the year prior to the shutdown of OTA by Congress, Dr. Baldwin left to begin work in the International Program at the U.S. National Renewable Energy Laboratory (NREL). Dr. Baldwin's thoughtful and thorough reports are considered by energy professionals worldwide to rank among the best in the sustainable energy development literature.
