What is the difference between the Hard Drive Inspector software and the S.M.A.R.T. in my BIOS?

The S.M.A.R.T. in your BIOS checks the status of the drive at boot time only; Hard Drive Inspector provides you with real-time protection, while you work with very flexible notification abilities, logging abilities and many other unique features.

Why can't I install "HDD Info Service" by "Install on computer" command to the computer with MS Windows 2003 Server OS (only Hard Drive Inspector enterprise edition)?

Hard Drive Inspector enterprise edition's installation procedure of "HDD Info Service" to the computers is implemented through the WMI. On Windows 2003, by default WMI Provider for Windows Installer is not installed. You can install it using Add/Remove Programs->Add/Remove windows components -> Management and Monitoring tools -> WMI Windows Installer Provider.
