Microsoft NetMeeting is an Internet telephone tool that combines voice and data communications, video conferencing, real-time application sharing, file transfer, a full-featured shared whiteboard, and text based chat.
NetMeeting allows you to communicate and collaborate using the Internet. It lets you: conduct audio/phone and video conferencing, share applications, work on a shared whiteboard, text chat, and transfer files. The NetMeeting directory lets you easily find and connect with people online. 

The audio conferencing supports the ITU H.323 standard so you can call and talk to other people running other H.323 Internet phone products, such as the Intel Internet Phone. The video is also standards-based and works with any video capture card or camera that supports Video for Windows.
