IconForge (32-bit) is a full-featured icon, cursor, and animated cursor editing package.
A handy drawing board can hold several open images, making it easy to edit any number of cursors, icons and animated cursors and icons. The program has a full set of drawing, painting and animation tools, including: brush, line, ellipse, rectangle, flood fill, gradient fill, rotate, flip, area selector, text, nudge, zoom, swirl, fade, wipe, scroll, smudge, scatter, spatter, and 3-D borders. 

IconForge lets you extract icons from EXE, DLL, ICO, ANI or CUR file formats as well as from most common image files. Images can be saved in icon or cursor format or as BMP, GIF, JPEG, PCX or TIFF format. Icons can be written back into program files, including EXE, DLL, OCX, VBX, DRV, ICL and CPL files. 

For creating animated cursors, you can import single frames or entire animation sequences from AVI, FLC, FLI and animated GIF files, and save ANI files as AVI or GIF.

This newest release adds a few new editing options.
