What's the basic idea here?

Then you know that the vase you've been looking for can be found there.

So you're trying to get to the tower -- at all costs.

Unfortunately, you can't walk or fly across.

So you'll have to try floating across.

But that means you need to find a way to get the city underwater.

Actually, as you may have noticed, the city is underwater.  But the water is
held back by that volcano crater.

And it's also being held back by a window on the first level.
