WINS could not create the User Datagram Protocol (UDP) socket to listen for Connection notification messages sent by another Pull thread in the local WINS.

This event record indicates that WINS was unable to receive a name packet.
The steps to correct this problem are: 1) Stop the WINS service. 2) Click Start, point at Settings, and then click Network and Dial-up Connections. 3) Right-click Local Area Connection and then click Properties. 4) Check to see that the Internet Protocol (TCP/IP) is being used. If not, install the Internet Protocol (TCP/IP). 5) Restart WINS.
