This problem can only be solved by uninstalling and then reinstalling the QoS Packet Scheduler.
To correct this problem: 1) Open Network and Dial-up Connections. 2) Right-click on Local Area Connection and then click Properties. 3) Select QoS Packet Scheduler and then click Uninstall. 4) Reinstall the QoS Packet Scheduler.
