The entry that specifies the IP address of the backup WINS server is located at HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Netbt\Adapters\<Adapter Name>\NameServerBackup. If this entry contains a valid value, it overrides the DHCP entry of the same name.
The format of this entry should be changed using Network and Dial-up Connections in Control Panel.
