Binding is the process of associating a protocol driver with the network adapter with which it will work, and then establishing a communication channel between the two. This event record indicates the registry might also be corrupted.
Remove the TCP/IP protocol and then reinstall it from Control Panel\Network and Dial-up Connections. If this does not correct the problem, ask the person with administrative rights on your computer to reinstall the registry from the Emergency Repair Disk that was made when Windows 2000 was installed.
