WINS could not create the TCP socket for listening to TCP connections. Make sure the TCP/IP driver is installed and running properly.

WINS could not open a TCP socket.
Double-click Network in the Control Panel and, under the Protocols tab, make sure the TCP/IP driver is installed and running. Under the Bindings tab, verify that the TCP/IP protocol stack is bound to the network adapter. Then try again.
