WINS could not create the UDP socket for listening for connection notification messages sent by another thread (PULL thread) in the local WINS.

Double-click Network in the Control Panel and, under the Protocols tab, make sure the TCP/IP driver is installed and running. Under the Bindings tab, verify that the TCP/IP protocol stack is bound to the network adapter. Then try again.
