European Union's Lisbon summit came to an end on Tuesday, and
candidate countries have a better idea of what changes in the legal
system they need to make to join the EU. One complex issue is
smoking. The Czech Republic is trying to crack down on underage
smoking, but the law on tobacco consumption still needs to be
