A: That's true only if the component was compiled using Delphi 3. If it's a Delphi 2 DCU file, it will tell you "Fatal Error" and complain about not finding an associated PAS file. In order to install such a component, you will need the source code and recompile the PAS file.
There are two solutions to the problem:
Q: Rebuilding components: There is no longer the option to do Component/ Rebuild Library. If I make changes to the source code of my component, how do get the changes to take effect?
A: All components now reside in packages, to see the changes, start the package editor, and do a compile. The package editor can be started by doing a file/open, and changing the "File type" to be "Delphi Package Source"
