The \SYS directory is designed to allow the user to
unconditionally copy files to volume SYS:.
Simply copy desired files to the \SYS directory or 
create desired path under \SYS, then run the 
installation script through INSTALL, PRODUCT OPTIONS.

Typical useage would be copying *.NLM into \SYS\SYSTEM
to unconditionally update files in SYS:\SYSTEM.
