CHANGED: Getsys.prg

CA-Clipper version 5.01 did not handle the interaction between SET BELL
ON and SET CONFIRM ON in a manner compatible with the Summer '87 version
of CA-Clipper and dBASE III.
Getsys.prg now respects SET BELL ON when SET CONFIRM ON is used. The
Getsys.prg source code reflects this change.
