TBColumnNew(<cHeading>, <bBlock>) --> objTBColumn

        Returns a new TBColumn object with the specified heading and data
        retrieval block.  Other elements of the TBColumn object can be
        assigned directly using the syntax for assigning exported instance
        variables.
