NAME: SetFTime

     USE:  Sets the date and time a file was last written, using a
           LongInt, packed time value.  The file must be assigned
           and opened.  Errors are reported through DosError.

     DEPENDENCY:  The DOS unit must be used placed in the uses section.

     SYNTAX: SetFTime(var FileVar; TimeValue : LongInt);
