   Function:   MouseInit()

               MouseInit() does exactly the same as the MouseThere()
               function with that only difference that it will
               always initialise the Mouse, whilst the MouseThere()
               function will do that only when called the first time.

               There may be some obsure reason to use this function,
               for example when you have executed some DOS
               program that used the mouse, or when you used
               some graphics that make use of the mouse, but in
               most circumstances, using MouseThere() is preferred,
               as initialising the Mouse is a time consuming

   Syntax:     MouseInit().

   Arguments:  None.

   Returns:    Logical, .t. if Mouse driver is present.
