     9   MR. MORRIS:  I want to ask one question about paper in contact
    10        with food.  In your paragraph about napkins on page 9 --
    11        well, at the bottom of page 8, you said:  "There was a
    12        doubt as to whether the legislation enabled us to use 100
    13        per cent recycled paper.  Legislation requires that no
    14        recycled paper can be in contact with food because its use
    15        has not been known."   What was the doubt? Was the doubt
    16        whether any recycled paper or whether a 100 per cent
    17        recycled paper?
    18        A.  I think any paper that had a recycled content on its
    19        surface.

    21   Q.   You said, "When that doubt was clarified we were able to
    22        switch to 100 per cent recycled paper"?
    23        A.  Yes.

    25   Q.   Well, 100 per cent recycled would be recycled on its
    26        surface, would it not?

    29   Q.   So what was the doubt that was clarified and who clarified
    30        it?
    31        A.  I think the doubt that was clarified is that napkin is
    32        not regarded to be primary packaging for food.

    35        talking about the general issue of what this legislation is
    36        with regard to recycled content in touch with food, is that
    37        correct, or is it only relevant ----

    44        food?

    48        the surface which comes into contact with the food?

    52        food was not carried in napkins or not primarily so, but 
    53        before it was eaten it might come into contact with the
    54        napkin?

    58        while that enquiry was in mind.  A time came when it was
