5 A. No, I mean, Carmel Flatley as my deputy had authority
6 to send out memos. It depended upon the subject matter.
7 If it was a matter of routine -- for instance, we have what
8 we call a "benefit" in the summer months. We start half an
9 hour earlier and finish at 1 o'clock on Friday. It is
10 every year. That would go out from the Personnel
11 Administrator. She would be authorised to send that out.
12 It is only telling people, reminding them, that summer hour
13 workings begins on such and such a day.

15 Q. But if it was something to do with policy?
16 A. If it was to do with policy that affected the whole
17 Company, and it was a personnel matter, it would come from
18 me or from Carmel Flatley, if it was something to do with
19 benefits and ------

21 Q. If she sent out something about policy which you said
22 afterwards: "Blimey, you should not have sent that out; it
23 is outrageous" -----
24 A. No, she would always refer to me. She would let me
25 know what she was sending out.

27 Q. Right, but she might sign it?
28 A. She might sign it.

30 Q. But you would take responsibility for it?
31 A. Oh, yes, because she would have referred it to me.
32 That would be proper. When it came to the day-to-day
33 running of the Personnel Department, I left a lot of it to
34 Carmel, supervising the regional managers, meeting with the
35 -- this was in the later years, not in 84/85, but when
36 I became heavily involved in franchising, I had to leave a
37 lot of the day-to-day running of the Personnel Department
38 to Carmel Flatley and a lot of the day-to-day running of
39 the Security Department to Terry Carron, so that I could
40 concentrate on franchising. I was the only person in
41 franchising.

44 A. So they referred to me. I met with them. I tried to
45 make it ------

51 of the department sees things which are on matters of
52 policy, whatever you said before ---

56 apply to all departments, that kind of thing?
57 A. Oh, I see what you mean. Well, that was the way I run
58 my department. I cannot -- I would imagine other
59 department heads did the same, that is accepting your
60 responsibilities as a department head, but I cannot say
