22 say, from your office, when you were Head of Personnel, for
23 example, how is that memo authorised? Can you explain the
24 mechanism for a memo emanating from your Head of Personnel
25 Department, Personnel Department, going out?
26 A. I am not sure I know what you are asking, if you are

30 memo to anyone else within the system?
31 A. Well, yes.

33 Q. Before you sent a memo which seemed to carry with it any
34 authority or direction, you would want to know it was
35 within your personal sphere of operation; if you were
36 concerned that it might be a matter of importance which
37 you, perhaps, ought not to make the decision alone on, you
38 might refer to some higher officer? You might, for
39 instance ---

42 Q. -- consider it with Mr. Preston, or something like that?

45 Q. Are there any particular rules or code as to who can send
46 memos to whom about what apart from -----
47 A. No, if it was a matter affecting region, and I expect
48 that memo to go out from the -- if it was personnel matters

52 A. -- from the Regional Personnel Manager. If it was a
53 matter affecting the national Company, I would anticipate
54 that would come out from me. If it was a matter -- for
55 instance, the new crew rates of pay in June, then I would
56 send that memo out, I would sign it, but before I sent it
57 out, I would let Paul Preston see it because it affected
58 the whole of the Company.

60 MR. MORRIS: So, if there is a national memo, it would have to
