Day 060 - 02 Dec 94 - Page 62

  Q. What about the late 1980s?
       A. No, that would not be true. Paper bags and napkins
certainly would have had a high content of recycled
       material.

  Q. Right, but apart from paper bags and napkins, can you think
       of anything else?
       A. There was a percentage of recycled material in cartons
prior to it going to 72 per cent. What it was, I am not
certain. I think it was relatively low in the sort of 10
       to 20 area.

  Q. Right. Do you know when that first came in when any
       recycled content in came in?
       A. Fry cartons?

  Q. Fry cartons?
       A. No, not exactly.

  Q. In this document, the "Panel Presentation" we were looking
at earlier -- I can get a copy if you want, otherwise I
will just read out the paragraph. On page 6 Corrine Reed
is down as -- as this is a draft, I presume that it is
intended what she is going to say: "But what are we doing
in the UK? Well, we are heavily committed to the use of
recycled paper. Kitchen towels, toilet tissues and various
promotional material are all made from recycled paper. We
are presently look at head office stationery and even
business cards. When you look at one of our typical
take-away meals, all the UK carry-out bags are made from 30
per cent recycled paper and we are looking at the
possibility of increasing that amount". It goes on to
say: "But other paper that comes into direct contact with
food like this bag of fries has to be made from virgin
paper pulp under the food laws of most European countries.
So we cannot use recycled paper here". Would you agree
that appears to indicate that there was no recycled content
in the fry containers at that time?
       A. Fry bags, I think she said.

  Q. Fry bags?
       A. I think you can have recycled paper in a fry bag as
       long as it is coated.

  Q. But do you not think she would be going to say that at this
presentation if that was the case?
       A. I do not know where she got this information from. It
was clearly a draft. It may well have been corrected after
       she wrote the draft.

  Q. If that is correct, if what is here is correct, it would
appear, would it not, that there was no recycled content in
any of the actual packaging other than the take-away bags?
       A. I think the fry bags would have had a recycled content
because they were coated. A greaseproof fry bag, for
example, can be recycled as long as it is greaseproofed
because the coating stops the recycled material being in
       contact with the fries.

  Q. In that case she would not be going to say the bag has to
