Day 128 - 24 May 95 - Page 13
thinking back it must be two to three years since we
changed the format of it. We went away from having a class
and a test, and we just have a class to work through now.

Q. Looking, for instance, at page 416, was there something in
that format by July 1990 or not?
A. Yes, this would definitely have been the document
around then, yes. It was updated after I was appointed.

Q. So, to the best of your recollection, this would have been
the document in force, as it were, when you took your new
post in July 1990?
A. Yes.

MS. STEEL: We went through this in part with someone else --
I cannot remember who it was now -- it might have been
Mr. Atherton -- he accepted there is nothing in there about
running, not running, that is. There is also nothing in
there about crew not undertaking electrical repairs or
anything like that?
A. OK. I mean, I agree there is nothing in there on
electrical repairs and that was introduced into the
rewrite, but if you look at page 417 it does
point -- sorry, it relates to fire. I was saying it says:
"Why is it important not to run?" -- But it does relate to
fire.

Q. At this time then was it all right for crew members to
undertake electrical repairs?
A. It was certainly something that we had not specified in
writing and, no, I would not expect crew members to carry
out repairs. The advanced equipment course was running at
this time when it was managers that were trained, and the
only other people, from my recollection of working in
stores, the only other people that would attempt repairs
would be maintenance men that were employed specifically
for that task.

Q. The test that starts on page 422 -- it goes on for a few
pages -- it has the answers filled in.
A. Yes.

Q. Are the crew basically given this test as it is, but
obviously without the answers, really?
A. Yes. The way that this package worked, they were given
this blank and asked to complete it under test conditions.
We have changed that now, so it is a script that we work
through and we get the class to give us the answers to the
blanks, but we help them fill it in and explain to them
exactly what the reasons are. So this would -- for
example, this would have been something that the managers
kept, so they could mark the papers. This was a reference
document.

Q. But the crew would get a copy of this without the answers
in; they would fill it out and the manager -----
A. Would then mark it, that is correct.

Q. On page 424, No. 17, says: "Before cleaning or
maintenance, all equipment must be turned off and
