Day 119 - 02 May 95 - Page 37

  Q. -- they are in an even more protected position?
       A. Yes.

  Q. Yes, thank you.

MR. MORRIS: But if they find something, you say, they are not
under any obligation to fill in an incident report form ---
       A. No.

  Q. -- which would then be kept on file as a record?
       A. No.

  Q. If they did fill an incident report form in, would that be
kept on file as a record?
       A. Yes, that would have gone to the Operations branch at
Head Office. But even then, if it was found by a
supervisor he would make some kind of record of the fact
that he had found it, that he had addressed it, and the
       action he had taken.

  Q. So, if there is no obligation on the part of the
supervisors, or you said, on a matter like this, you
claimed that a supervisor, you know, might find this, and
then would still, under your leadership as Head of
Personnel, have discretion on whether that was reported to
       to Head Office, yes?
       A. Yes.

  Q. So, effectively under your leadership of the Personnel
Department, there could have been widespread breaches of
the legislation in this country for the employment of young
people and you would not even know about it?
       A. Oh, yes I would, because the field service, the Field
Personnel Officer, would find out about it. They are
always in restaurants, they are checking regularly.

  Q. You had three Field Personnel Officers, yes?
       A. Remind me of the date of that infringement.

  Q. I do not know, you said you had three field ----
       A. No, no remind me of the date.

  Q. November 1987.

MR. JUSTICE BELL: It is the week ending 1st November 1987?
       A. Yes, I have gone up one Field Personnel Officer by
       then.

  MR. MORRIS: You had one?
       A. No, I had gone up by one.

  Q. How many did you have?
       A. I had Carmel Flatley, plus two, plus a trainee.

  Q. And that was for the whole country?
       A. No, no, that was for London and the south.

MR. JUSTICE BELL: So you had four including a trainee?
       A. Yes.
