MR. JUSTICE BELL: Do you want to break off for the mid-day

4 MR. MORRIS: I want to finish off an issue now rather than
leave it hanging in the air, if we can. Just a question
5 on that. If the Congress banned the use of CFCs in
aerosol sprays, would that have been as a result of some
6 considerable period of consultation and concern? In your
experience, if Congress makes a ruling as Draconian as
7 that, in your experience, how long does it take Congress
to come to that kind of conclusion generally?
8 A. I do not think we want to talk about our US Congress
too much in terms of how they perceive an issue. Issues
9 can take for ever and ever and there are other issues that
have been addressed immediately by Congress.

MR. JUSTICE BELL: I think what is suggested, if the House made
11 a new law, so it actually came into effect?
A. Normally, they would conduct appropriate research.

MR. JUSTICE BELL: You are being asked how long they take. If
13 it is anything like this country, quite apart from
deciding whether there should be a new law, they would
14 also consult and decide upon how long it should be before
the law came into effect; whether, for instance, it should
15 come into effect immediately, in our case the statute came
into effect, or whether it should be delayed and certain
16 parts would come in a year's time or two years time, and
there would be what we call transitional provisions. Do
17 you know what the position is in the States?
A. That is the general rule in the United States also.

MR. MORRIS: Maybe we should break off now.
