1 since, as I say, since 1974 and when you train people to do
2 a job, the fact that you are training them to do the job
3 right, safety is built into it. Safety is just an inherent
4 part of the training programme.

6 Q. You have to train people to do a job properly if the job
7 specifications are so detailed?
8 A. Well, you have -- indeed.

10 Q. They have to have some training to do it otherwise they
11 just would not be able to do it, would they?
12 A. No, absolutely, absolutely, but that is a guarantee in
13 itself. That actually assists the process. You want
14 people to do a task in a standard fashion and much of
15 industry is having to come to terms with that.

17 Q. Apart from the Chief Executive Officer in the section above
18 signing and being responsible for safety policy since 1974
19 which, I think, is a legal requirement, is it not?
20 A. It is a legal requirement to issue a Health & Safety
21 policy, yes, indeed.

23 Q. Yes. Actually, is training a legal requirement as well?
24 A. Yes, it is under section 2 of the Health & Safety at
25 Work Act.

28 A. 1974.

30 Q. So apart from those two matters complying with legislation,
31 can we note that there is nothing else that you note of
32 significance until the mid-1980s in which we have talked
33 about safety included in other management courses, this is
34 in that middle section there?
35 A. Yes.

38 developed in the 1990s, revised 1990?
39 A. Yes.

46 A. This is actually Jill Barnes' document, and you would
47 have to look at the details within that. I am not aware of
48 the detail of that document.

51 A. The big steps forward have continued since 1990,
52 certainly, but obviously there was a fair amount done,
53 there was a lot done before that as well.
