Day 252 - 20 May 96 - Page 50
and middle class population. This change in diet can now
be linked to the increasing incidents of chronic diseases
and of premature death."

It then goes on about how they should be preventable by
change in diet and other aspects of lifestyle.

Then over the page, the second paragraph:

"A rational public health policy should seek to influence
the national diet and direction of the population nutrient
goals elaborated in section 5."

Before we go on to that, do you agree with I have read out
before?
A. Yes.

Q. Then it goes on about nutrient goals:

"These nutrient goals are population averages (see table
13, page 108)" -- which I will come to in a minute and you
can see it in front of you -- "They specify for each
nutrient the range within which the average.... intake
should lie. Changing the national diet to achieve these
goals and maintaining patterns of nutrient intake within
these recommended changes will yield maximum health
benefits."

Then it says:

"Nutrient goals indicate that the health needs of the
population are best met by high carbohydrates, low fat
diets rich in starchy foods, eg cereals and pulses and
including a substantial intake of vegetables and fruit.
Only small quantities are essential fats are required."

Then it goes to the charts on page 1. Bearing in mind you
have not looked at the charts yet, but do you accept the
context that I read out just now?
A. Yes, the principle in general, but I would like "low
fat" and "low or high carbohydrate" to be defined but we
will probably come to that.

Q. Yes. If you can turn to page 108, and maybe we can show
the Judge this page when we ask the question because it is
a chart and I do not want to read out the entire chart. We
see a chart, do we not, at the top of the page: "Population
nutrient goals." Do you have that?
A. Yes.

Q. And we see here: "Limits for population average intakes"
with lower and upper columns?
A. Yes.

Q. In other words, lower limits and upper limits, and these
are recommendations of this report and we know notice that
total fat as per cent of total energy, lower recommendation
is 15 percent, and upper recommendation is 30 per cent; is
that correct?
A. Yes.
