     1        thinking back it must be two to three years since we
     2        changed the format of it.  We went away from having a class
     3        and a test, and we just have a class to work through now.

     5   Q.   Looking, for instance, at page 416, was there something in
     6        that format by July 1990 or not?
     7        A.  Yes, this would definitely have been the document
     8        around then, yes.  It was updated after I was appointed.

    10   Q.   So, to the best of your recollection, this would have been
    11        the document in force, as it were, when you took your new
    12        post in July 1990?
    13        A.  Yes.

    15   MS. STEEL:  We went through this in part with someone else --
    16        I cannot remember who it was now -- it might have been
    17        Mr. Atherton -- he accepted there is nothing in there about
    18        running, not running, that is.  There is also nothing in
    19        there about crew not undertaking electrical repairs or
    20        anything like that?
    21        A.  OK.  I mean, I agree there is nothing in there on
    22        electrical repairs and that was introduced into the
    23        rewrite, but if you look at page 417 it does
    24        point -- sorry, it relates to fire.  I was saying it says:
    25        "Why is it important not to run?" -- But it does relate to
    26        fire.

    28   Q.   At this time then was it all right for crew members to
    29        undertake electrical repairs?
    30        A.  It was certainly something that we had not specified in
    31        writing and, no, I would not expect crew members to carry
    32        out repairs.  The advanced equipment course was running at
    33        this time when it was managers that were trained, and the
    34        only other people, from my recollection of working in
    35        stores, the only other people that would attempt repairs
    36        would be maintenance men that were employed specifically
    37        for that task.

    39   Q.   The test that starts on page 422 -- it goes on for a few
    40        pages -- it has the answers filled in.
    41        A.  Yes.

    43   Q.   Are the crew basically given this test as it is, but
    44        obviously without the answers, really?
    45        A.  Yes.  The way that this package worked, they were given
    46        this blank and asked to complete it under test conditions.
    47        We have changed that now, so it is a script that we work
    48        through and we get the class to give us the answers to the
    49        blanks, but we help them fill it in and explain to them
    50        exactly what the reasons are.  So this would -- for 
    51        example, this would have been something that the managers 
    52        kept, so they could mark the papers.  This was a reference 
    53        document.

    55   Q.   But the crew would get a copy of this without the answers
    56        in; they would fill it out and the manager -----
    57        A.  Would then mark it, that is correct.
