     3        A.  Exactly what it says there.  I can read it and repeat
     4        it if you wish, but it is exactly what it says there.

     6   Q.   Would you say that you are indicating in paragraph 10 that
     7        the reason why you did not proceed with this so-called
     8        recycling programme is because the customers had failed to
     9        participate properly?
    10        A.  No, I am not saying that.

    13        A.  Exactly what it says in paragraph 10.

    16        10 if it is not what I just said to you.

    18   MR. JUSTICE BELL:  Can I suggest you put it another way because
    19        it is perfectly easy to understand what is said in
    20        paragraph 10?  What you are really asking is what was the
    21        point of including it unless it was to suggest that it was
    22        not worth keeping the project going because the customers
    23        were not playing their part.  That is really what you are
    24        putting, is it not?

    29        inference we are to draw from it that you are trying to get
    30        at.

    32   MS. STEEL:  What is the inference of that paragraph?
    33        A.  From my point of view I do not think the inference is
    34        important.  The statement of what we found is important.

    36   Q.   So why did you put that paragraph in?  What has it got to
    37        do with anything if there is no inference to be drawn from
    38        that paragraph?
    39        A.  To really show that if we were to institute a recycling
    40        programme it would require a very major effort and it would
    41        take a considerable period of time before customers got
    42        used to recycling in the way they were needed to to make
    43        the programme work.  I think the Manchester experiment has
    44        gone on so long, I answered the judge on this a short while
    45        ago, has shown over time that the situation is improving
    46        but it will take time.

    48   Q.   When it says "At least half the weight in waste was waste
    49        other than polystyrene", is it not fair to say that in
    50        terms of volume the majority of the waste in the bin would 
    51        be polystyrene, and that the reality is there was quite a 
    52        good customer acceptance rate? 
    53        A.  In terms of volume what you have said is correct.

    55   Q.   Right.  What about customer acceptance?  There was a second
    56        part to the question.
    57        A.  Customer acceptance we would have said was poor on that
    58        occasion.
