Day 134 - 13 Jun 95 - Page 44
take whatever corrective action was necessary.

That is the purpose of the survey, to highlight things like
this because, by the same token, over 70 per cent said
"yes" and 12 per cent were unsure. So, clearly, the
system is happening; it is operating. It is not operating
100 per cent of the time but it is in place.

MR. MORRIS: We do not know how often they happen. We only know
that for at least four months 18 per cent, well, OK.
A. I suspect ------

Q. At least 70 per cent within four months. Halfway down
that, H3: "We have enough crew to deliver consistent
quality, service and cleanliness". Only 61 per cent
possibly agreed with that. Obviously, that does not
mention safety as well. It seems there that the
implication is that your only concern is that staffing
covers customer needs rather than employee safety in terms
of your monitoring of the crew' opinions on that matter?
A. No. I think the reason why the questions are worded
like that is to recognise that crew also understand what is
important about how customers should be served, at what
speed and so on, that they understand, because they work
closely with the customers, that they know they have a view
about what is needed.

Q. Do you know what an OCL -----
A. Observation Check List.

Q. Below that one: "I have received an OCL in the last
month"?
A. Observation Check List.

Q. Yes, what is the purpose of that? I understand what the
purpose of the Observation Check List is, but why should
they receive it within a month?
A. It will be to do with the ongoing assessment of them
operating on stations.

Q. How would that benefit the employee? Is it part of the pay
review?
A. Yes, it goes towards the performance review.

Q. So if people are not receiving their OCL in the times set
down, then they are missing out on a chance of a pay rise
or they could be missing out on chance of pay rise?
A. They could be, but what actually happens is we do have
a guideline, a very clear one about that.

MR. JUSTICE BELL: If they have not had an OCL, they get a
certain percentage anyway ---
A. That is right.

Q. -- automatically?
A. Yes.

Q. It is quite a good one, my recollection is.
A. Something like 19 per cent.
