    52        under federal regulations issued last May."

    54        I do not know if you are aware of the federal regulations
    55        issued?
    56        A.  Yes.  Obviously, they continue to change all the time.
    57        These are not into effect when we were talking about this
    58        particular campaign, I think.  These are going into effect
    59        in some kind of a rolled out period all the way into 1997.
