    11        had to be raised, it has been accepted, so I presume you
    12        will accept it, in order to get people to work at the

    14        A.  I would accept the rates of pay were raised to increase
    15        the standard of people we were getting to come through.

    17   Q.   You have also said it was better than everywhere else in
    18        Bath, or something to that effect?
    19        A.  I am not saying whether it was better than everywhere
    20        else in Bath, but of the places that I know the pay rates,
    21        then, yes, I would say it was equal or better.

    28        competitive with others in Bath but very low".  So, the
    29        feeling there was that it might be the same as others but
