Day 010 - 11 Jul 94 - Page 43

1 merely a public relations exercise, if McDonald's foam
recycling programme was going to be effective, then they
2 would need the material to begin with and that they would
need to be able to impact on the
3 manufacturing/remanufacturing process in some fashion, and
what we found was that there were some problems with the
4 relationship that McDonald's was having with some of its
              downstream marketers, the reprocessing operations.
     5
I believe in my statement I have made reference to an
6 incident in which one of these reprocessors was forced to
reship back a load of foam because McDonald's had not paid
7 a bill; and associated with the shipment of this foam back
to McDonald's was also a bill from the reprocessor to pay
8 for problems associated with exterminating vermin that
were accumulating around this catch of foam.
     9
         Q. Right. So if we come to a further issue which is
10 incineration of waste specifically regarding polystyrene
foam here; could you give a brief summary of some of the
11 issues to do with incineration of polystyrene foam?
              A. Yes. If I may, I would refer your attention to a
12 document that is in this collection.

13 Q. Is it one that is headed "Consumat Systems"?
              A. Well, that is a secondary document which I would refer
14 to. It is actually -----

15 MR. JUSTICE BELL: 3 is Incineration Miscellaneous?
              A. It is titled at the top left-hand corner: "Fire and
    16 materials, volume II".

17 MR. MORRIS: "Polystyrenes review thermal decomposition 6,
              No. 6"?
    18 A. Yes.

19 Q. 6 in the third supplementary list?
              A. That is right. In general, I would call your
20 attention to table 1 which is -----

21 Q. Can we just identify this as a document? That was?
              A. I will give you the title of the document again.
22 Polystyrenes: A Review of the literature on the products
of thermal decomposition and toxicity". It is Joshua L
23 Gurman, Laura Baier and Barbara C Levin at the Centre for
Fire Research, National Bureau of Standards in
    24 Gaithersburg, Maryland.

25 Q. It is January 1987. At the bottom of page it identifies
              the page dates?
26 A. Yes, again, like the Baggett report, this is a
literature review of existing material that is in print
27 regarding foam, regarding knowledge and studies of the
burning, thermal destruction of the polystyrene material.
    28
         Q. Is there any part of this you want to refer the court to
    29 specifically?
              A. As I say, the table 1 is a list of substances.
    30
         Q. What page is that?
