Day 128 - 24 May 95 - Page 24

how busy the stores are and the type of store it is, but
certainly when it is busy you would want people on the
station that are best at it,. It just makes sense from a
business stand point. Whereas, when it is quieter, you
would probably rotate them and train them on the new
stations and build up their skill.

  Q. But they would be expected to learn how to do several
stations within a few weeks of starting?
       A. It depends on how many hours they are working.
I cannot remember the exact length of time for the training
programme, but certainly somebody who is working 35 hours a
week you would expect them to complete all the stations,
have passed their observation check list, have been able to
demonstrate competency a lot quicker than somebody doing 20
hours a week or maybe a student who is only doing one shift
a week. It really is whatever is right for them, depending
on how many hours they are working and when they are
       working.

  Q. Roughly how long does it take for someone working 35 hours
a week to be competent, or to complete all the stations,
and pass their observation check list?
       A. There is a set time that we advise, but I cannot
remember what it is, I am afraid. It is not my area of
       expertise.

  Q. Could I just ask about in the Crew Handbook, which I can
either read or you can get it, if you want,. It is pink
volume XI, page 164, tab 3 at 1C. It says:

       "Provide, where appropriate, training, instruction,
information and supervision in respect of employees at all
levels to enable them to work safely and to carry out their
health and safety responsibilities efficiently". What does
       "where appropriate" mean?
       A. Well, I would interpret it as meaning, that the
training that you would give a Restaurant Manager, it is
not necessarily the training you would give a crew member,
so the training is appropriate; the instruction is
       appropriate and so forth.

  Q. Is it not appropriate, in all circumstances, to have all
employees, train so they can work safely, carry out health
       and safety responsibilities efficiently?
       A. I would agree with that. Are you saying there is a
different way you can read the statement, in terms of, are
       you saying -----

  Q. It is "where appropriate", not "to an appropriate level"?
       A. OK. I think it is just in the wording of the statement
because it is almost taken exactly from the Health and
Safety at Work Act, in terms of our legal obligations to
provide that information, instruction, training and
supervision. That is a legal obligation that is laid out
in there. This seems to be taken almost straight from
that, with a few extra words added in.

  Q. In pink XIII, tab 52, page 717, this is the memo from Frank
Frost to Supervisors about the Electricity at Work
