3 Q. You did not have that knowledge at your fingertips already?
4 A. Yes, but, as you will understand, and my record will
5 prove that, you can never, and I always have and it has
6 always been my mission to improve myself every single day
7 of my life, you can never know enough about food safety.
8 You can never know enough about the welfare of animals.
9 You can never know enough about quality. That is why
10 I have to use the consultant. That is why I used the
11 resources that were available for me. It would be
12 reluctant or it would be negligence on my part if I do not
13 do that.

15 MR. JUSTICE BELL: Do you remember asking when you set about
16 drafting a form or before you did whether anything similar
17 had been done in the past or whether there was any existing
18 form you could see?
19 A. Yes, I do. I do remember them and there were some
20 records provided by me by Mr. Paul Simmonds when I asked
21 him more information about the welfare of animals. I did
22 see seem some of those documents that provided our policy,
23 and I was really after the policy and the concept and
24 interpretation in the different countries. So, I do recall
25 seeing some of those documents. I do happen to see some of
26 the -- I do happen to have some of those documents with me
27 in my briefcase, if you need to see them. It is one of
28 them that relates our position about the welfare of animals
29 and the code of practice.

39 briefcase, is that the new policy that was introduced this
40 year?
41 A. I do not recall the date, to be honest. I do not even
42 know if it has a date.

44 MR. JUSTICE BELL: Let us take it in stages. My question,
45 although it may or may not have produced something useful
46 along another route, was whether, if we look at "Meat
47 Slaughter Practices", the form we have, when you set about
48 drawing that up, taking into account the Humane Slaughter
49 Act, the consultations you made, and so on, did you say to
50 Mr. Simmonds or anyone else: "I think we ought to have
51 something like this. Have we had anything like it before?"
