     1        no child over 15 years of age shall be employed for more
              than 30 hours a week.  Therefore, children of compulsory
     2        school age cannot work a total of 44 hours in any week
              during the school holidays, as shown in your guidelines'."
     3          Is that a fact?
              A.  That is what it says, yes.

         Q.   So does this mean that Carmel Flatley was, in fact, giving
     5        incorrect information in March 1989 to local stores?
              A.  I do not know what she gave to stores from this. I see
     6        a letter from Carmel to Mr. McFarland.  I do not know
              whether the 44 hour thing went to the stores or not.  It
     7        looks like she has written to a gentleman, gotten
              clarification on an issue and is going forward from there.
     8          I do not know what she told the stores.
 
     9   Q.   Go back to 715G.
 
    10   MR. JUSTICE BELL:  Can I tell you what it appears to me, then
              if you want more than that, that she has or someone  has
    11        on behalf McDonald's communicated to certain stores
              employing young people the statutory restrictions, that
    12        is, those which appear in an Act of Parliament.  She has
              written to the Chief Employment Officer of the Inner
    13        London Education Office, in fact, inviting comment. It is
              not clear to me from the last sentence whether she is
    14        replying to a letter from him, although she does not say
              so, only she does not include his reference on the
    15        document.  He writes back pointing out that the provisions
              of the Act of Parliament are not the only matter because
    16        ILEA has its own bylaws which are, in fact, more
              restricting.

    18        MR. RAMPTON:  One sees that is what she is implying on the
              second page of the letter.

         MR. JUSTICE BELL:  Are you seeking to say there is more to it?

         MR. MORRIS:  I am saying that she says in that letter, 715G?
    21        A.  I think if you look at 715F, it looks to me as though
              Carmel is answering an enquiry from ILEA.  She has been
    22        asked by Mr. McFarland to clarify a policy.  She has done
              something, expecting him to come back and say "yea or
    23        nay".  It looks like it is merely a response to his
              enquiry.

         MR. MORRIS:  So the initiative seems to have been from the ILEA
    25        to clarify what Carmel Flatley and local stores, what
              their guidelines are, yes?  And she has quite responsibly 
    26        replied, she has responded again? 
              A.  Yes.

         Q.   Is it not a fact she says on 715G:  "The restrictions
    28        which apply in the employment on school leaving age" -----
 
    29   MR. JUSTICE BELL:  We can see what she says, so you do not have
              to ask about that.
