         Q.   So was the problem quantity and quality?

         MR. JUSTICE BELL:  Are you saying the problem about 100 per
     4        cent?
 
     5   MR. MORRIS:  I am trying to identify why this tiny figure of 6
              per cent -----

         MR. JUSTICE BELL:  You started your questions by asking why not
     7        a 100 per cent.
 
     8   MR. MORRIS:  Yes.
 
     9   MR. JUSTICE BELL:  I do not know.  One answer to that might be
              there is bound to be some spoilage, so unless you use less
    10        paper each year you cannot possibly get 100 per cent.  But
              if you want to put a figure which is less than a 100 per
    11        cent which, I do not know, at the end of the day, I might
              think is rather more realistic than a 100 per cent, do
    12        that.  If you are just saying 6 is pathetic, then that is
              -- are you sticking to 100 per cent?

         MR. MORRIS:  I am trying to see -- well, maybe 100 per cent was
    14        being a little bit  -----
 
    15   MR. JUSTICE BELL:  If I might say so it did sound a little
              optimistic

         MR. MORRIS:  But some people are committed to using 100 per
    17        cent recycled paper.
 
    18   MR. JUSTICE BELL:  You may have distracted the witness by
              saying that.  If you lower your sights a little, you might
    19        get further forward.
 
    20   MR. MORRIS:  What I am really trying to establish is what the
              problem was; whether the problem was that McDonald's could
    21        not get the quality of recycled paper and that was a
              problem?
    22        A.  Quality is certainly an issue.  Quantity is also n
              issue. When we look at quantity, there simply were not
    23        that many recycling mills in the country.  There are other
              places that sell recycled paper than to McDonald's alone.
    24        Those industries were consuming the recycled paper.
              Additional mills have come on now, so we have increased
    25        our purchases.  Perseco has increased the purchases of
              recycle content packaging.  Now we face an issue that we 
    26        need to deal with sanitation concerns to make sure that it 
              is safe direct food contact.  Those are the types of tests 
    27        we are doing now.
 
    28   Q.   So, say, for example, I do not know if you know this, but
              give an approximate figure, you used 6 per cent recycled
    29        paper in 1987?
              A.  Yes.
