Day 059 - 01 Dec 94 - Page 73

Q. Say again what are you saying?
A. Exactly what it says there. I can read it and repeat
it if you wish, but it is exactly what it says there.

Q. Would you say that you are indicating in paragraph 10 that
the reason why you did not proceed with this so-called
recycling programme is because the customers had failed to
participate properly?
A. No, I am not saying that.

Q. Well, can you tell me what you are saying?
A. Exactly what it says in paragraph 10.

Q. I am sorry, I cannot understand what it says in paragraph
10 if it is not what I just said to you.

MR. JUSTICE BELL: Can I suggest you put it another way because
it is perfectly easy to understand what is said in
paragraph 10? What you are really asking is what was the
point of including it unless it was to suggest that it was
not worth keeping the project going because the customers
were not playing their part. That is really what you are
putting, is it not?

MS. STEEL: I am trying to ask him what the paragraph means.

MR. JUSTICE BELL: Can I see what it means. It is what further
inference we are to draw from it that you are trying to get
at.

MS. STEEL: What is the inference of that paragraph?
A. From my point of view I do not think the inference is
important. The statement of what we found is important.

Q. So why did you put that paragraph in? What has it got to
do with anything if there is no inference to be drawn from
that paragraph?
A. To really show that if we were to institute a recycling
programme it would require a very major effort and it would
take a considerable period of time before customers got
used to recycling in the way they were needed to to make
the programme work. I think the Manchester experiment has
gone on so long, I answered the judge on this a short while
ago, has shown over time that the situation is improving
but it will take time.

Q. When it says "At least half the weight in waste was waste
other than polystyrene", is it not fair to say that in
terms of volume the majority of the waste in the bin would
be polystyrene, and that the reality is there was quite a
good customer acceptance rate?
A. In terms of volume what you have said is correct.

Q. Right. What about customer acceptance? There was a second
part to the question.
A. Customer acceptance we would have said was poor on that
occasion.

Q. On which occasion? Do you mean for the totality of the
