Day 180 - 31 Oct 95 - Page 55

Q. Sorry?
A. 45 typically. You would have an equal number of
employee and employer reps and then three independents on
every Council.

Q. So, by your calculation, you would have 21?
A. 21, 21 and 3, so it is 45.

Q. Just pause a moment.
A. Sure. So the ------

Q. I do not want to make you forget -- make a mental note of
what you are about to tell me -- but the Unlicensed Place
of Refreshment Wages Council, was that one of the councils
you were on?
A. Yes, it was.

Q. At this time, 1986 to 1987?
A. I hesitate, because I am not sure whether I sat on this
particular deliberation, so I would have to say I am not
sure.

Q. So you came and went, did you?
A. No, it is just that -- yes, the trade union membership,
I was always on the Licensed Residential, but my membership
of this one, I just cannot be sure that I sat on this 1986
deliberation. That is all. I just want to be clear about
that. I am talking about the process, and to illustrate to
you that the various provisions in these documents are not
laid before Parliament at midnight -----

Q. No. What I am trying to understand, your union, would it
always be one to have places ---
A. Yes.

Q. -- among the union representatives?
A. Yes. The majority union was the GMB, General Municipal
Union.

Q. But what you are saying is you cannot remember now whether
you were one of the actual people from the TGWU who sat on
-- someone else might have?
A. On this particular?

Q. Yes.
A. I can check for tomorrow, but I am not sure. I was not
-----

Q. Perhaps you would check. At the end of the day, it may not
be significant ---
A. I will check.

Q. -- but perhaps you could check?
A. So, in short, what I am saying is that important public
policy debates took place around all of these documents.
They were not delivered by statute, by regulation delivered
to Parliament, you know, late in the night. They were
publicly debated. There were draft orders, the green
paper, consultation document, circulated for two months ---
