Day 202 - 11 Jan 96 - Page 32

says, "Cleanliness in 194"; that is Clacton?
       A. That is correct.

  Q. ".... is a problem". Did you encourage Neil Skehel to take
any action against Clacton for these points that you were
       outlining?
       A. I have not read this review and I have not seen it
since I wrote it on the 4th February 1992, so it would be
of use if I could read it through now, but I would guess
from the other reviews it would be quite balanced in what
it asks Neil to do. Should I read it through?

  Q. You can read it through quickly.

MR. JUSTICE BELL: I would not, but wait and see what Mr. Morris
       puts to you.

MR. MORRIS: In the middle of the second page?
       A. OK.

  Q. It is -----

MR. JUSTICE BELL: Whose the signature -- that is actually your
signature at the end, is it?
       A. Yes, the signature at the end is mine.

  Q. Yes.

MR. MORRIS: Let me have a look to see if I need to bring
       anything up there.

MR. JUSTICE BELL: I would not, Mr. Morris. What I am trying to
get over to you is the main point. I would have thought
you might want to put to him the first sentence under
"People Development" and the first half a dozen words of
that. That is probably the most important bit of this.

MR. MORRIS: OK. Going on to page 3, there were a couple of
things on that page. It says "for 1992". I believe that
is 1991 because this was done in ---

MR. JUSTICE BELL: It must have been.

  MR. MORRIS: -- February 1992.
       A. Yes, that must have been a mistake.

  Q. Can we change that?
       A. I do not know if we are allowed to go back and alter
       people's performance reviews.

MR. JUSTICE BELL: You are probably like me. The first few days
of January are jolly good in getting the right year and
your concentration lapses, and by the beginning of February
you are getting it all wrong again.

MR. MORRIS: The figures below are for 1991, yes, if you did
       this in February '92?
       A. I think we must assume that they are for 1991. It
would be difficult to get a consolidated year end project
for the year end for February.
