Day 086 - 09 Feb 95 - Page 75

       job?
       A. Yes.

  Q. How do the managers ensure that the staff do do these
       things?
       A. By observation.

  Q. Do they tell the people they should be doing it?
       A. They train them that they should do it. They watch to
see if they are doing it and if they are not doing it they
       corrective coach them.

  Q. Does the manager, effectively, have the power and the
authority to enforce these steps as outlined in the OCLs?
       A. What do you mean by "power and authority"? It was to
his interest, to the crew member's interest, to follow
these steps because they make the crew member's job easier
       and safer.

  Q. Yes, but what I am saying is if the crew member says: "I
do not want to do it that way, I am not going to do it,
stop hassling me", how does the management take to that?
       A. He would have to consult with the crew member and try
to explain to him the benefits of doing it, to convince him
that that was the right way, spend a little bit more time
explaining why he should do it that way.

  Q. If they do not do it that way, what happens then?
       A. Each situation would be different -- it would depend on
the severity of it -- but if someone was working unsafely,
then we would not -- we could not allow that to continue.

  Q. So these procedures in the OCLs are compulsory on the
staff; these are your standards that are compulsory on the
staff, are they, to ensure hygiene and safety and all the
       other matters?
       A. Those are the standards by which you work a particular
area to work it to its best efficiency. So, yes, there are
       standards.

  Q. Are they compulsory standards or you might reach that
standard or you might not, it does really matter?
       A. Well, as you say, at the end of that you have to score
a percentage -- sorry, if you cannot hear me. You score a
percentage. So, it is like 90 per cent out of 100. So, in
some of the areas you may not be doing it, so we are not
       following up.

  Q. Right, so -----
       A. In an ideal world, we would like our crew themselves to
do all those things, to do the job perfectly every single
time, but it will not happen that way. We cannot hire
32,000 perfect people to carry out their job exactly every
       minute of the day.

  Q. But do the crew members know that these are compulsory
       standards?
       A. They know that those are the standards that they should
       adhere to, yes.
