     3        of hearing and I sometimes mumble.  My Lord, this is page 9
     4        of yesterday's transcript, line 36:  If the witness would
     5        like a copy of the transcript at any stage, by all means
     6        let him say so.

    10   MR. JUSTICE BELL:  I do not have mine with me.  Read it out loud
    11        and clear.  If you feel at a disadvantage, then say and
    12        someone will probably give you their copy.  But it may be
    13        so simple you do not need to look at it.

    15   MR. RAMPTON:  Mr. Morris was asking you a question.  This is
    16        beginning of your evidence.  He asks this question, if it
    17        can be called a question:

    19        "Would it be correct to characterise you as the UK's
    20        leading independent expert on food additives safety policy?
    21        Answer:  Yes, I think it would.  I am not aware of any
    22        individual in this country, other than people working in
    23        government or industry or directly funded by industry who
    24        has devoted more time and has more knowledge about this
    25        field than I do.   I have chosen to make that my area of
    26        expertise, yes."
    27        A.  I am sure that is precisely what I said.

    29   Q.   I can assure you it is; I may not speak distinctly,
    30        Dr. Millstone, but I can read.  By "people working in
    31        government" whom did you mean to include?
    32        A.  Well, I was certainly by the question "people working
    33        in government" referring to the Civil Servants, both in the
    34        Scientific and Administrative Civil Service, in those
    35        sections of both the Ministry of Agriculture, Fisheries and
    36        Foods and the Department of Health, servicing the relevant
    37        committees.  Those are the people I would characterise as
    38        "people working in government".

    40   Q.   We can understand what you meant by "people working in
    41        industry".  Correct me if I am wrong, by "people directly
    42        funded by industry" I assume you mean people like contract
    43        laboratories who do toxicological work which is funded
    44        solely by industrial clients?
    45        A.  It certainly was intended to include people of that
    46        kind, but I did mean it rather more broadly, to refer to
    47        individuals who, like myself, may have posts in academic
    48        institutions.  I was trying to distinguish myself as
    49        somebody who has never worked on a research grant provided
    50        by industry or acted as a consultant for the food 
    51        industry.

    53        When I was referring to "people working for industry",
    54        I meant to include people not just directly employed on the
    55        payroll of industrial corporations, but also including
    56        people, as I say, who are academics but who have chosen to
    57        accept funding either through research or consultancies or
    58        similar services from companies manufacturing food
    59        ingredients or foods.
