              been after this period of time.

         MR. JUSTICE BELL:  It is a period of consultation?
     4        A.  Correct.
 
     5   Q.   Is that one of the submissions made by interested people?
              A.  Correct.

         MR. MORRIS:  Is it true that the Attorneys General generally
     7        have responsibility for advertising terminology, in
              general advertising programmes; that is their area of
     8        responsibility?
              A.  I do not know.

         MR. JUSTICE BELL:  It is law enforcement, is it not, attorney
    10        generals, or more than that?
              A.  The Attorney Generals enforce the law.

         MR. JUSTICE BELL:  But that involves them offering opinions on
    12        what the law ought to be?
              A.  Certainly.

         MR. MORRIS:  Can you just read out that section?
    14        A.  Section 1.5, page 8, headed: "Use of the term
              'recycled' (changes).  Recycle content claims should be
    15        specific and separate percentages should be disclosed for
              post-consumer and preconsumer materials.  To avoid the
    16        potential for deception the task force recommends that
              only post-consumer materials be referred to as 'recycled
    17        material'.  Recaptured factory materials should be
              referred to by some other term such as 'reprocessed' or
    18         'recovered industrial material'."   End of quote.
 
    19   Q.   Could you pass the report back?
 
    20   MR. JUSTICE BELL:  Did that go into the FTC final product or
              not?  Did they adopt that or not?
    21        A.  No, that was not adopted specifically.  They took this
              as input.  The FTC recommendations were different from
    22        this.
 
    23   MR. MORRIS:  Thank you.
 
    24   MISS STEEL:  I have a couple of questions.  I am not sure
              whether this was said in court yesterday.  It is something
    25        in your statement.  You say in your statement that "the
              average McDonald's restaurant produces about 140 pounds of 
    26        packaging on premises waste per day"; is that right? 
              A.  Correct.

         MR. JUSTICE BELL:  07.pounds per customer or meal?
    28        A.  Correct.  This information was developed in our
              partnership with the Environmental Defense Fund where we
    29        characterised our waste and quantified it.
 
    30   MISS STEEL:  What does "on premises waste" include?  Is that
              everything?  Say, the boxes that the fries come in
