    20        A.  I hesitate, because I am not sure whether I sat on this
    21        particular deliberation, so I would have to say I am not
    22        sure.

    25        A.  No, it is just that -- yes, the trade union membership,
    26        I was always on the Licensed Residential, but my membership
    27        of this one, I just cannot be sure that I sat on this 1986
    28        deliberation.  That is all.  I just want to be clear about
    29        that.  I am talking about the process, and to illustrate to
    30        you that the various provisions in these documents are not
    31        laid before Parliament at midnight -----

    34        always be one to have places ---

    38        A.  Yes.  The majority union was the GMB, General Municipal

    42        you were one of the actual people from the TGWU who sat on

    56        policy debates took place around all of these documents.
    57        They were not delivered by statute, by regulation delivered
    58        to Parliament, you know, late in the night.  They were
    59        publicly debated.  There were draft orders, the green
    60        paper, consultation document, circulated for two months ---
