4 Q. You said that there was a statutory obligation to post
5 Wages Council notices in workplaces. Indeed, if we look at
6 the first page of 26, it has printed across the top: "This
7 notice must be posted up"?
8 A. Yes.

10 Q. How much of the notice; is it the whole of it, which is
11 pretty substantial, in fact? If we look at the stamp
12 numbers, it runs for 40 sheets of paper.
13 A. Yes, my Lord. These booklets appear as A5, stapled in
14 the middle, produced in quantities of tens of thousands,
15 and are circulated to all 400,000 workplaces known to
16 belong to the Wages Councils register; that is the 26
17 councils. So a copy must be on display in a place -----

19 Q. So a full copy?
20 A. A full copy of the booklet must be on display, or there
21 must be a notice telling employees where they can get a
22 copy on display; and, as a union official, I was always
23 provided with several hundred copies, as a council member,
24 to distribute as I went around the industry.

26 If I may just assist you on a couple of points on the
27 calculations?

29 Q. Yes.
30 A. Always be mindful of the London and out-of-London
31 rate.

33 Q. I have taken outside London, because I was looking at
34 someone employed in Colchester.
35 A. Fine. Secondly, there is the question of meals on
36 duty, whether or not there was a provision for a daily
37 meal; if so, there would have been a deduction per hour.

39 Q. Is that so? Help me on that -- because what I took was the
40 schedule on page 640: "The minimum rates of pay for
41 workers" -- do you have that?
42 A. Yes, I do.

44 Q. "The minimum rates of pay for workers employed outside
45 London who are supplied by the employer with meals whilst
46 on duty, but not with full board and lodging"; and if they
47 are supplied with full board and lodging, we turn to
48 page 641 and we see the amount of reduction which can be
49 allowed.
50 A. Yes. If you note page 13, note 2 under the table.
