Day 006 - 05 Jul 94 - Page 20

1 MR. JUSTICE BELL: You can find out.

2 MR. MORRIS: So how long has she been involved in human
              resources?
3 A. From the beginning. She was hired in the personnel
department, now called human resources. That has always
4 been her function at one level or another.

5 Q. Right. So she is pretty experienced and has been for
              about 15 years?
6 A. I think she is the best there is.

7 Q. If we go to documents pink volume 12, 51A. Have you a
              chart there or a memo?
8 A. It is for you to tell me what to look at.

     9 Q. I have a different one here.
              A. What does -- what is the heading?
    10

11 Q. It is document number 715G. It has been added.

12 MR. JUSTICE BELL: It is in 51B. It is virtually the last
              document.
    13 A. 715G, OK, got it.

14 MR. MORRIS: Yes. This is a letter by Carmel Flatley. She
signed it over the page where she writes to the Child
15 Employment Officer of Inner London Education Authority on
6th March 1989. Let me see if I can extract the relevant
16 sentence. At the end of the first sentence, the main
point seems to be- she is saying about experience in
17 recruitment difficulties: "Some store managers have been
authorised to hire people who are under school leaving
    18 age." Correct?
              A. Yes.
    19
         Q. Then she talks about the restrictions that apply. She
20 quite responsibly, presumably, tells the ILEA that these
are the restrictions that she has told the stores?
    21 A. Yes.

22 Q. Yes, and if you look at the last sentence she says: "A
person who has not attained the age of 16 years shall not
23 be employed about the business of a shop for more than the
normal maximum working hours, that is to say 44 hours in
24 any week." Is that correct?
              A. Yes.
    25
         Q. Then if you look at the next page?
26 A. "During school holidays" it goes on to say, yes, I
              have the right page.
    27
         Q. Then on 715.I.
    28 A. Yes.
              Q. There is a response by Terry McFarland, Child
29 Employment Officer of ILEA. Under point 1, which I do not
refer to, it is about Sunday working, but point 2 it says:
30 "The ILEA laws are: 'No child under 15 years of age
shall be employed for more than 20 hours in any week and
